Director General of Police R R Swain stated that the Bharatiya Nyaya Samhita provides a clear legal mandate to address cross-border terrorism in Jammu and Kashmir. Speaking at the implementation of three new criminal laws, Swain emphasized that these laws offer a precise definition of terrorism, enhancing the police’s capability to combat threats from beyond international borders.

He noted the increased responsibility on J&K Police, stressing the need for additional resources, including 321 law officers.
